Yoshito Ogawa is an expert in public affairs, familiar with local administration. He worked in the private sector for five years before he was elected as member of Inzai City Assembly, in the northern part of Chiba Prefecture. From 2003-2019, he chaired various committees and served as both Vice Chair and Chair of the Assembly.  He has extensive experience in analyzing and proposing policy, and has good relations with local assembly members all over Japan. 

He graduated from Keio University in law.
